Step 4: Test Documentation
Step 4 of the endorsement process consists of submitting detailed test documentation to
be reviewed by qualified test evaluators. Test Service Providers must complete the first 3
steps fo the process before submitting their test documentation.

Required Test Documentation
Required Test Documentation
Test Service Providers are responsible for providing complete and up to date test
documentation. It is strongly recommended to read the guidelines on the Required Test
Documentation (click the icon to download the PDF document). Test documents should be
focused and to the point, and should not repeat information available elsewhere (from books
or articles for example). References should instead be appropriately identified.
ICAO Language Proficiency Requirements
The fundamental reference used to evaluate all tests of aviation English is ICAO's Document 9835, "Manual on
the Implementation of ICAO Language Proficiency Requirements (LPR) (2nd edition, 2010), Chapter 6 and
Appendix C in particular. Successfully completing a test evaluation depends very much on demonstrating how
that test reflects and applies the ICAO LPR.
Test Service Providers must ensure working with the correct version of Doc 9835 and should not try justifying
in their documentation reasons for either changing these guidelines or for applying them differently. They must
instead demonstrate how their test applies the ICAO LPR. Completing the test pre-assessment remains one
of the best ways to confirm how well a test reflects the ICAO LPR.
